Cheap houses in Portugal: the real 2025 numbers
Statistics Portugal (INE) publishes the middle price per m² of the homes sold in each municipality. In 2025 it was €2,076 per m² for the whole country. In Sernancelhe, in the Douro, it was €245. That is less than an eighth of the national figure.

What we show: the median value per m² of all homes (alojamentos familiares) sold in the 12 months to the end of 2025, for all buyers. INE shows no value for towns with too few sales, so 3 of the 308 municipalities are missing. "Middle price" means half of the homes sold for less.

Towns where homes sold for under €500 per m²
In 37 of Portugal's municipalities, half of the homes sold in 2025 cost less than €500 per m². Most are inland, in the Douro, Trás-os-Montes and the Beiras, near the border with Spain. Here are the 25 cheapest.

The cheapest regions
The coast and the Algarve cost far more. In Lisbon, the middle price was €4,875 per m², about 20 times the price in Sernancelhe.

What this means for a buyer
A price per m², not the price of a house
INE publishes the middle price per m² for each town. It does not publish how many homes sold under €50,000, so we do not print such a count.
Flats and houses together
These numbers count every home sold: flats and houses. In small inland towns, many of them are houses. In the cities, most are flats.
The numbers do not say what state the house is in
A low price per m² often means old stone houses that need work. Some are ruins.
Who can buy
Anyone can buy a house in Portugal. There are no rules for foreign buyers. You need a Portuguese tax number (NIF) before you sign.
What it costs to buy
You pay a transfer tax (IMT) and a stamp duty (Imposto do Selo) of 0.8%. The IMT rate depends on the price and on how you use the house. Ask the notary or your lawyer for the full cost before you sign.
